EDIT: For the record, which do you think is worse: coming to you with no evidence or not reporting at all?
Not reporting at all would be worse. If you report, we can at least look at logs and attempt to keep an eye on them if they return. Reporting on IRC is also great and will almost get you an instant reply with !highlight.
