The trusted builder thing is something custom on Aloha, for the SuperCool build server: http://aloha.pk/index.php?topic=3571.0
In fact, all those ranks in the config can be made to say/do whatever you want. Having a trusted user with no commands just means that they won’t get votekicked.
Adding new in-game commands not already included in the default PySnip download is something you do by putting scripts in the scripts folder, then also listing them where all the other scripts are in the config file.
