Yes, he has been banned (on multiple occasions actually). But some hackers evade, either on purpose or just by having a dynamic ip address.
We try our best to keep hackers/evaders away from the servers.

Ace of spades does not require you to be logged in to play, but I will look into giving this guy a more permanent ban (a less evade-able ban) on Sunday.
