Yes, Book of Revelations does state that.
“I looked, and there before me was a white horse! Its rider held a bow, and he was given a crown, and he rode out as a conqueror bent on conquest.” (Revelations 6:2 NIV)
However, some interpretations (originated from Billy Grahams) say that the white horseman is viewed as antichrist, mentioning the Jesus riding a white horse in Revelation Chapter 12. That is the Evil point of view for some of the Christians.
Some, view this horseman as righteous one. Originating from Irenaeus, he interpreted this horseman as Jesus Christ himself, and represented this horseman as the spread of Gospel. Color white is often portrayed as a color of righteousness in the gospel. The reason that this view calls this horseman “Conquest” is because Jesus is portrayed as a Conqueror in some instances. The horseman could also represent the Holy Spirit. The people contradict this theory by stating that Jesus Christ’s actions to open the Seven Seals would make it unlikely that he himself would be one of the forces that come out of it.
